To oversee the implementation and development of the following areas in both 15-a-side and 7-a-side rugby for men and women:

  • High Performance Academy Structures
    (Players, Coaches, Match Officials, Team Managers )
  • Continued Professional Development (CPD) for Rugby Development Officers, Coaches & Match Officials
  • Develop a Volunteer Workforce
  • Training & Education for Coaches
  • Domestic Competitions
  • Provide Support to Local Rugby Clubs and Schools
  • Report directly to General Manager of Singapore Rugby Union
  • Submission of quarterly reporting based on KPI’s
  • Submission of annual reporting based on Operational plan
  • Collation of National Team reports for annual performance reviews with National Coaches
  • Oversee a high performance academy including national teams.
  • Design & implement operational plan including KPI’s for 5 years
  • Design & implement technical structures pertaining to T & E, players, coaches, match officials & volunteers
  • Development and provision of support & CPD for technical staff namely RDO’s & national coaches
  • Develop high performance academy pathway & manpower distribution
  • Training – Review, Design, Implement & Reporting
  • Mentoring  using existing Coaches, Resource Coaches, CMO’s & MO’s
  • Volunteers – Provide support in developing SRU’s Volunteer workforce
  • Secondment of experienced coaches to schools and clubs to provide continuing employment.
  • Player and team analysis and planning to develop a successful style of play.
  • Develop a player retention and recruitment programme.


The role requires the successful candidate to manage relationships with a wide range of stakeholders in a fast-paced and often challenging environment. To be considered for this opportunity, a candidate must have been operating in an appropriate and relevant environment at a senior level for at least five years.

  • Good computer skills, including Outlook, Word, Excel, PowerPoint and experience of databases
  • Contract / cost negotiation experience
  • Budget management and understanding of budget codes
  • Good at building relationships with all key stakeholders
  • Personal circumstances must allow the candidate to work extended hours on occasion during times of peak activity including evenings and weekends


  • 6 Rugby Development Officers and 3 to 6 National Team coaches
